You have to finish Sanctun Cay first.

You have to finish a quite a few more missions before the Ring of Fire Islands will be open to you.

However, where do the last few missions take place?

fire island, and trust me, last mission is SOOOOOO LONG AND HARD!! my party spent like 2 hours and we finally got on lich and died, man we were pissed.

I believe after 3 missions in shiverpeaks you get to fire island (not 100% sure though, I explored and skipped a mission
